The ad I found was directed at people who bite their nails and would like to stop. It's effective because it is simple, loud, and impossible to ignore. It conveys the message that using the product "stop 'n grow" will help keep you from biting your nails. The author made the choice to keep the ad simple because it will be more effective, interested customers will only need a quick glance at the ad to know what the product is for. The ad tries to convince its audience to to buy the product by making the picture in the ad over-exaggerated to show that nail biting is not attractive.
